Regional Adult Social Care Programme - Joint Improvement Partnership

Introduction
All nine Directors of Adult Social Services continue to work in close collaboration with EM IEP, Department of Health East Midlands, the Strategic Health Authority and other key stakeholders and support agencies to ensure the Adult Services Joint Improvement Partnership (JIP) Programme addresses both the current and future priorities of our region
.

Engagement and Work Programme
The extensive £4 million EM IEP/Department of Health/NHS funded Joint Improvement Plan c
onsists of seven work streams, Personalisation; Prevention & Early Intervention; Commissioning & Market Development; Safeguarding & Dignity; Valuing People (Learning Disabilities); Workforce Development and Regional Performance, and 27 inter-related projects.

Overall leadership of this programme is provided by Leicestershire County Council's Lead Member for Adults and Communities (Councillor David Sprason) who is also the Member Champion and an EM IEP Board Member. Each individual work stream is led by an Elected Member with portfolio responsibility for Adult Care Services, supported by a Director of Adult Social Services, who chairs the work stream Programme Board. Funding and programme support are provided by EM IEP.

Personalisation
The East Midlands Personalisation Programme has now come to an end. The programme supported the nine local authorities in the region to transfrom their adult social care services in line with Putting People First, personalising care and putting adults in control of their own support systems and services. Amongst many other achievements on this programme the Mental Health and Personalisation strand helped the five sub regional partnerships develop their own projects so that by March 2010 an additional 543 people with mental ill health were self directing their own support, exceeding original targets. The Alzheimer's Society have recently completed a pilot in the East Midlands, looking at a relationship centred training programme. The case study is available here.

Valuing People Now
Valuing People Now is the Government's three year strategy to improve the lives of people with learning disabilities and their families. It covers all aspects of life, including health, housing, getting a paid job, personalisation, transition, advocacy, hate crime and relationships. Commissioning and Market Development
Between 2008 and 2011 a number of regional commissioning and market development projects have been funded by the agencies that form the East Midlands Joint Improvement Partnership. Workforce Development
The Workforce Development project was managed through the Workforce Programme Board, but there are strong links to the personalisation agenda. The programme focused on three areas: Workforce data - targeted support to enable all local authorities to upload data onto the National Minimum Data Set (NMDS-SC) for Social Care, workforce plans - support for local authorities, workforce remodelling - 3 regional workshops to support workforce remodelling. Safeguarding and Dignity
A joint project between Leicestershire County Council and Leicester City Council , sponsored by EM IEP, has developed and launched a kitemark to recognise care homes that demonstrate 'Dignity in Care'. This kitmark will benefit many people who come into contact with the care profession. It gives recognition to businesses who demonstrate high standards of care, reasurrance for their families and it benefits care staff who will be taught new skills and will be recognised for their work. EM Telecare Programme
The preventative nature of telecare has enabled councils to make significant savings while enabling people to live at home for longer and in more independence. Joint EM RIEP capital and NHS/DH revenue funding has been allocated to five regional projects to promote joint working across social care and health.
