Delivering Efficient Corporate and Transactional Services (DECATS)
The programme also included DECATS, an organisational diagnostic that was piloted by Derby City Council as part of a national programme. The diagnostic looks across services to identify opportunities for improvements and efficiencies in areas such as procurement, finance and HR. It has helped to identify £19m of net savings over 3 years, £2.8m of which has been delivered to date, and forms the cornerstone of Derby's transformation strategy. EM IEP funding was made available to allow other authorities to complete similar organisational diagnostic activity. Nottinghamshire County Council used the DECATS diagnostic as part of a wider improvement programme and have delivered £32million of savings to date.
