The East Midlands Property Alliance (empa) is promoting construction excellence through collaboration and framework agreements for the procurement of design and build for large/medium schemes, minor works and property maintenance. There are now 38 local authorities and one Police Authority in the region who are members of empa.
Over a five year construction programme of £600m, empa has already delivered cashable savings of £7.4m and predicted £34m in total.
The emap National Skills Academy for Construction (eNSAfC) submission has been approved by Construction Skills and will be used as an exemplar for skills training with the 15 contractors currently engaged on empa frameworks. A requirement for 40 Apprentices will be supplied via the EM IEP Local Authorities Apprenticeship Agency.
A regional supply chain of over 1,600 sub contractors representing all construction professions and all parts of the Region, has also been established with the support of the 15 framework contractors.
One example of how the empa has improved services for citizens is the new build school which can be seen on a short film of empa and the new build - Arnold Mill School visit: http://www.eastmidlandsiep.gov.uk/emiep-tv/1/12/
