Efficiency Projects

• Shared Revenues Service - The project will carry out options appraisal and implementation of the merger of the revenues services from up to seven District Councils and Leicester City Council into one single unit. The main aim is to generate significant economies of scale and efficiency savings. Expected savings are between 7% and 10% of service costs - between £1.8m and £3.75m per annum.

• Management Efficiency and Shared Services - The purpose of the project is to identify efficiency savings to be achieved by combining services between Districts, County and Unitary Councils, to implement a ‘quick win' programme and to produce a programme for delivering identified savings over the following two years.

• Integrated Passenger Transport Service - The project is to establish a shared Passenger Transport Unit between Leicester City Council and the County Council. The joint provision of passenger transport services between the City Council and County Council will ensure a more efficient operation of the service through better route planning, management and operation. Initial feasibility work has identified savings that range between £0.4m to £2m.The work will be split into two phases covering detailed delivery planning and implementation.

• County Wide Single Persons Discount Council Tax Review - To continue with the Leicestershire County and districts review of single person discounts and implement changes. It is anticipated that there will be efficiencies returned from this project in excess of £1.2 million.

• Streetlight Dimming - This proposal would dim the most powerful 250w streetlights in the City and County between 2200 hours and dawn. The benefits are estimated to be a total reduction in C02 emissions with a cost benefit of £7,404 per annum and a reduction in energy costs of £124,800 per annum.

• Automatic Meter Reading - To install Automatic Meter Reading technology that will inform investments in energy saving technology across the partnership. This will then aim to develop an understanding of the most effective way to engage staff in and deliver good energy practice across the sub-region.

• Development of Shared Services at New Offices of Melton BC - The funding will support the enhancement of the partner activities of MBC and LCC in co-locating at the new council offices in Melton Mowbray.

• Land Charges Shared Services ICT System - To facilitate one complete system and software upgrade for the participating authorities to enable a Land Charges Shared Service to be established.

• Energy Efficiency Project - To support capital investment into Rutland's Carbon Reduction Programme, to include rationalisation of hot water system, installation of draft excluders, lighting upgrade and automated monitoring and reporting systems.

• Drugs and Alcohol - Focussed insight to understand what the drivers and motivators are to change behaviours around alcohol misuse and inform cost effective interventions. Insight would focus in particular on young people and young adults, female misusers and targeted high priority neighbourhoods where misuse has been highlighted as a significant problem. Using this insight to pilot a targeted public health campaign with the objective of changing current behaviours to reduce the consequence and costs of alcohol misuse

• Customer Service Centre - This project will deliver; New technology that supports a shared telephony solution between the County Council and the 7 Districts. Streamlined business processes that result in a consistent single approach being adopted for services for all 7 districts. A methodology for call centre migration/consolidation that will support similar activity in the County and City with other partners.
