Headlines - September 2011 

The EM IEP has supported local authorities across the region to deliver £53.3m cashable and £1.9m non cashable efficiency savings from 1st April 2008 to 31st July 2010. This provides a return on investment (ROI) of 3:1 on the £19.6m three year core funding. The EM IEP is predicting savings of £78m (ROI 4:1) by 31st March 2011, which is projected to rise to £201m cashable and £30m non cashable efficiency savings over five years (ROI 12:1).

Accelerating Efficiency Gains
Efficiency savings, as measured by NI 179, are now part of a much wider and more urgent agenda in terms of real cash savings required by the region's local authorities to simply balance budgets and maintain front line services. As can be seen from the headline efficiency savings above, EM IEP is making a significant contribution to supporting authorities to accelerate and add to their efficiency savings.

The Efficiency Programme is a broad programme encompasing a number of programmes and projects at both regional and sub regional level.

At regional level EM IEP investment is supporting:
- An Efficiency Challenge project
- The Midlands Highways Alliance
- The East Midlands Property Alliance
- EM LawShare
- A Regional Procurement Programme
- A Business Transformation Programme
- Efficiencies within the Adults Social Care Programme
- Efficiencies with the Children's & Young Peoples Programme
- A Waste efficiency project
- A Local Environmental Quality project
- A Culture & Sport efficiency project

(all of which contribute in the drive for cashable savings)
