| Commission Recognises the need for Accelerated Procurement Procedure |
| The European Council has invited the Commission to adopt a number of measures in response to the current financial crisis. One of these measures concerns the use of the accelerated procedure for public procurement. The accelerated procedure is normally applied on the grounds of urgency. However, the Commission has recognised that the exceptional nature of the current economic situation can justify the use of the accelerated procedure to considerably reduce the overall time limit and this should apply throughout 2009 and 2010 for all major public projects. Entries are now open for this year's Local Government 2008 IT Excellence Awards. The awards highlight how the use of an IT system or process has improved the provision of services within the local community. Entries are now open for this year’s Awards, which will be judged in three categories:

| Making the most of your assets |
‘Making the most of your assets’ aims to help authorities improve and get better value from their property portfolio.
Published jointly by the Local Government Task Force for Construction and the East Midlands Centre of Excellence3, ‘Making the Most of Your Assets’ calls on councils to concentrate less on immediate matters affecting their property and recommends instead that they use the results from peer reviews and independent health checks, it makes sensible and practical recommendations for improvement.

| East Midlands Regional Improvement & Efficiency Strategy |
The East Midlands Regional Improvement & Efficiency Partnership (EM IEP) has been created by central government to support local authorities to deliver efficiency savings and improve local authorities ability to deliver services to their citizens.
RIEPs are a partnership of councils in a region who come together to co-ordinate and provide support to drive improvement, innovation and efficiency. RIEPs are the bringing together of the Regional Improvement Partnerships (RIPs), which helped share learning, good practice and provided support to improve, and Regional Centres of Excellence (RCEs) who have been instrumental in supporting councils to achieve far reaching efficiency savings over the previous spending period.
Each RIEP and regional strategy in the nine English regions has evolved differently to reflect the varying needs and make-up of each region. The East Midlands Regional Improvement & Efficiency Strategy (RIES) has been created following several months of consultation with councils in the region, the East Midlands RIES provides an overview of what the East Midlands RIEP will be tasked with helping the region to achieve during the next three years.
The RIES comprises the main document, annex and appendix. There is also a Local Government Association critique of all nine English regions strategies available to download.

Healey Unveils Overhaul Of Efficiency And Improvement Support For Councils |
Local Government Minister John Healey has today (18 March 2008) confirmed the first step in an overhaul of improvement support for councils, as they work to increase efficiency and improve services to release £5billion, which can be used to reduce pressure on council tax bills or invest in local services.
He praised councils for being on track to make £4.2bn annual efficiency gains this year – well ahead of the £3bn target.
Mr Healey announced the allocation of £185m through council-led Regional Improvement and Efficiency Partnerships, to pioneer innovative ways to transform and improve services, and cut waste.
He also published a new prospectus, outlining the new approach for supporting councils to make efficiency gains.

| Innovation Competition Report |
In the autumn of 2007, the Audit Commission and the IDeA invited entries to a competition designed to elicit further examples of innovation in local public bodies. 42 submissions detailing initiatives across a wide range of local authority activity were received, ranging from performance management processes to digital television channels. Many of the entries also involved local partners, including collaborative approaches to embedding diversity and improving the quality of housing stock.
Four winning entries were selected from the short list, and these are described in detailed case studies in this document. The winning entries have clearly identifiable drivers, whether these are pressing local issues, national agendas, or a requirement for efficiency savings.
