It is primarily for managers in local councils who are responsible for commissioning services, but it will also be of interest to voluntary organisations and national policymakers.

CSED Blue Badge Initiative
In March 2005, there were approximately 2.1 million Blue Badges in issue across England. Councils respond to this demand in many ways and some operate processes that can be improved upon to achieve cost effective, customer focused and timely outcomes. By making simple changes to existing processes Councils can eliminate labour-intensive activities and deliver real efficiencies. Many of the councils approached by CSED have improved their quality of service by training and allowing staff members to make informed decisions regards discretionary applications instead of consulting a GP, and by simply not collecting the application fee. CSED have produced a diagnostic tool, efficiency toolkit and Blue Badge Initiative document, all designed to highlight the benefits of a more efficient and cost effective approach to the administration of Blue Badges.

A Guide to Procuring Care and Support Services
This DCLG guide is designed to help non-procurement professionals who need to procure (or purchase) services for people who need care and support. It is particularly relevant for local authority staff. Procuring services for people with a variety of care and support needs is more problematic and complex than procuring items such as street lamps or stationery. Commissioning Substance Misuse and Family Support Services (Staffordshire)
This case study describes how the Staffordshire Drug & Alcohol Action Team
(DAAT) partnership re-commissioned their young people’s substance misuse service in 2006–07. The study focuses on how stakeholders were involved in service design and how competitive tendering was used to capture innovative working models. The scope of the new services commissioned includes Tier 2 and 3 drug and alcohol services and a countywide family support service for children and young people with an increasingly complex range of needs. West Wiltshire, North Wiltshire, Salisbury and Kennet Districts have published a toolkit resulting from phase 1 of their SWCoE funded, Urban Grounds Maintenance & Street Cleansing project.

The first phase of the project was to investigate and document the relative size, cost and delivery processes for grounds maintenance and street cleansing services in each of the four partner district councils and to compare the relative performance.

Putting the Frontline First

In response to tightening local authority budgets, the Secretary of State asked Sir Richard Leese and Sir Steve Bullock to lead a Task Force to quickly develop proposals to identify how councils can be made more efficient without affecting high quality frontline services.   This Report by the Task Force challenges local authorities to take a strategic approach to managing their budgets and to take urgent and radical action to transform services. In doing so, the Report sets out strategic questions for local authorities to evaluate themselves against, and a framework of actions, tools and resources to help councils protect frontline services.

 
Toolkit for Local Transport Highways Efficiency Gains
The Highways Efficiency Liaison Group of government, local government and industry representatives, has produced a Toolkit to help local highway authorities identify and claim efficiency gains. Advice is offered on cashable efficiency, valuing service improvements for non cashable efficiency gains, and efficiency from use of capital expenditure. Delivering Value for Money in Local Government: Meeting the Challenge of CSR07
Councils have a long track record of enhancing value for money in public services, with excellent progress made in the 2004 Spending Review (SR04) period. During 2004-05 to 2007-08, councils are forecast to make cash-releasing efficiencies of £3.3 billion, comfortably exceeding Gershon requirements.

The challenge is to build on that progress and further embed a culture of innovation and focus on value for money. The 2007 Comprehensive Spending Review (CSR07) takes place in a tight fiscal context. All public services have been set a target of achieving at least 3% net cash-releasing value for money gains per annum over 2008-09 to 2010-11. Councils are expected to achieve £4.9 billion cash-releasing efficiency by 2010-11. This will be challenging, but can be done, provided local and central government fulfil their roles to maximise the potential of local services.

This Value for Money Plan develops themes from the Local Government White Paper and National Improvement and Efficiency Strategy (NIES) to set out a route map for meeting the efficiency challenge, outlining for councils key means to achieve efficiency and support activities designed to promote them.

Risk Management Lessons Learned
Two years into the Government Efficiency Programme, the central OGC team have produced a risk management lessons learned publication. Their approach to risk management has been recognised as an example of good practice both inside and outside government.

Two documents have been produced in the series: a tri-fold with an overview of the benefits of their risk management approach, and a longer booklet capturing the team's toolkit as well as examples of good practice from departments.

Value For Money Toolkit
This excellent Value for Money (VFM) toolkit has been developed by South Holland District Council. Creating Strong, Safe and Prosperous Communities Statutory Guidance
The Local Government and Public Involvement in Health Act received Royal Assent on October 30th 2007. This guidance explains the provisions of Part 5, Chapter 1 and Part 7 of the Act, which relate to the new statutory framework for Local Area Agreements (LAA), Joint Strategic Needs Assessments and the new, simplified best value regime, which includes a new duty to involve. It also provides updated guidance on the preparation of sustainable community strategies, under section 4 of the Local Government Act 2000. The guidance only applies to England. This National Procurement Strategy sets out how central and local government, working together with partners from the public, private and voluntary sectors, intend to set about improving local government procurement. The most innovative councils have already found ways to deliver significantly better services at lower costs. They have streamlined their procurement, worked in partnerships, redesigned the delivery of services, shared 'back office' systems and pooled their buying power. We want all councils to achieve these standards so that we see a step change in overall performance across the sector.

The Strategy has been written jointly by central and local government and involved many other partners.

The London Centre of Excellence granted funding to the London Borough of Havering to study the use of agency staff across London local authorities, and to find ways of achieving cashable and non-cashable savings.
This toolkit, one key deliverable of the project, serves as a step-by-step guide to taking control and achieving efficiency savings in your local authority in the realm of agency, temporary and interim staff - from examining spending, to choosing the right system to manage your agency workers and their agencies, to best-practice advice on your organisation’s policies and legal risks.
The toolkit lists the pro’s and con’s of each, with a self-assessment test designed to help you choose the right one for your authority. Cashable savings can be in the region of 3 to 9% before considering the non-cashable savings available from business process re-engineering.

New Standards for Procurement Classification
The London Centre of Excellence (LCE) is leading the way on the introduction of a new procurement classification (not coding) standard for local government. It is called ProClass and has been developed and trialled over the last two years across local authorities.

It is primarily designed to support the exchange of expenditure and contract information between authorities to support collaborative working. It is structured to target and analyse high value spend, so will typically be used only in expenditure analysis tools and contracts registers. The LCE, supported by other regions has commissioned Coding International to map ProClass to UNSPSC, NSV (alpha sections) and Thomson and maintain this service on a monthly basis.

Strategic Asset Management Guidance
Since the late 1990s, Asset Management has moved closer to the forefront of local authority corporate planning. The resulting change in emphasis has been widely acknowledged by local government property practitioners and there has been much discussion and guidance issued by professional bodies and groups.

These new guidelines have been commissioned by the EMCE to emphasise the importance of introducing property asset planning and management into the corporate and service planning process in a timely and appropriate manner. As such, this guidance is directed at those engaged in corporate and service planning. The guidance is not intended to provide detailed advice on how to translate asset planning outcomes into action or delivery on the ground – this is understood and varies to suit local circumstances.

The publication fits in with the EMCE’s role as national RCE lead on construction and property, whereby the EMCE is concerned with identifying and showcasing examples of successful local authority programmes in housing, general building and highways. In highlighting key characteristics and the efficiencies they are delivering, it is hoped to encourage and inspire others to adopt similar principles to assist in meeting their efficiency targets.

Local government has made huge strides in procuring and delivering construction projects in recent years. The principles behind Rethinking Construction have been successfully embedded in many projects as local authorities have taken advantage of framework arrangements to bring home projects to a higher standard, in a shorter time and at less cost.

OGC/HMT Guidance on Competitive Dialogue
The Competitive Dialogue produce should replace the Negotiated procedure as the main procedure for complex public procurements where open and restricted procedures are deemed unsuitable.
Although this new procedure is based on established procurement principles- including transparency, openness, and non-discrimination-it does impose a significant resource burden and discipline on the Contracting Authority running the process can mean that bid costs are higher for both the Contracting Authority and the un and unsuccessful bidders than previously. Procurement > Freedom of information (FOI)
 
The background to FOI

In January 2005, the Freedom of Information Act (FOI) became fully operational. This means that any member of the public can ask a public authority for any information that the authority may hold. With notably few exceptions, the authority will have to provide that information though it may make a charge for the service. Individuals making requests for information do not have to state that they are making a request under FOI. Also, provided they make the request in writing, they can submit requests anywhere within the authority - they are not legally obliged to send the request to a designated officer. In theory, for example, a person could hand a letter requesting information about a recent council meeting to a refuse collector. The council is obliged to treat this as an FOI request and deal with it accordingly. The authority has 20 working days, starting from the day after the request is first received, to respond to the request. Within that time, the authority has a duty to confirm or deny that it holds the required information. If the authority does hold the information, it is required to disclose it - unless it meets one of the exemption categories.

The main categories for exemption are:
1) National Security 2) Law Enforcement 3) Commercial Interest 4) Personal Data

Operational Efficiency Prospectus
Chief Secretary to the Treasury Yvette Cooper recently launched the Operational Efficiency Programme. The programme forms a key part of the Government's drive to achieve greater efficiency savings across public spending, with the potential to deliver billions of pounds of savings. Royal Mail "Pricing in Proportion
The items that your authority currently mails are priced according to their weight alone. Royal Mail are changing to a new pricing system called "Pricing in Proportion" that takes into account both the size and weight of an item. The new "Pricing in Proportion (PIP) system was approved by Postcomm, the postal regulator, in 2004, and will come into effect on 21 st August 2006. It will also be possible to change your post supplier from 21st August and you may wish to refer to the ESPO TNT Mail Services Contract if this appeals to your authority.

Focusing on corporate and transactional services, this guidance leads local authorities though the choice of collaboration options and through the range of service delivery models that local authorities can adopt to deliver services jointly.

The system is targeted at senior officers, project directors and project managers, and aims to help local authorities find a potential partner and choose the right shared service delivery model.

Transformational Government – Enabled by Technology
The Government has launched its progress report, Transformational Government: Enabled by technology, covering progress across the three main themes of the strategy:

- customer-centric services
- shared services and
- professionalism.

The report is divided into two parts, the first part shows the overall progress made against the three themes outlined above. The second part of the report highlights the evidence of transformational change already apparent across the public sector.

This report looks at how the delivery of local public services can be shared between authorities whether by public or private sector agents. DCLG Business Process Architecture

Shared Services
A report 'Shared Services as a long-term solution for local government: delivering on the Gershon report' can be now be downloaded. It was commissioned by www.Serco.com and the survey asks finance directors how they propose to meet their efficiency targets. Twenty five percent of councils responded and the overwhelming majority see their efficiencies coming from shared services which they propose to implement in the next two years. The report covers the models being adopted and the services that would most benefit from a shared approach. [download PDF document]

Partnerships can bring significant benefits. They are a response to the complex and multifaceted problems that face society that cannot be tackled effectively by any individual body working alone. They can provide flexibility, innovation and additional financial and human capital resources to help solve problems. These are powerful incentives for organisations to work with others and now all local public bodies work in partnerships to different degrees.
