Equity and Excellence: Liberating the NHS - (NHS Briefing for Members)

Equity and excellence: liberating the NHS, the coalition Government's white paper, was published on 12 July 2010. It has at its heart three key principles:

• patients at the centre of the NHS
• changing the emphasis to clinical outcomes
• empowering health professionals, in particular GPs.

There is no doubt the white paper signals the biggest reorganisation of the NHS in its history and, as expected, almost every part of the NHS will see significant change if the proposals are fully implemented.

East Midlands Local Authority Apprenticeship Agency (EMLAAA) Prospectus

The East Midlands Improvement & Efficiency Partnership (EM IEP), in partnership with the East Midlands Councils, the National Apprenticeship Service (NAS) and Unionlearn, is proud to launch the East Midlands Local Authorities Apprenticeship Agency (EMLAAA). EMLAAA seeks to stimulate at least 300 16 to 18 year old Apprenticeship starts across the region in Local Authorities, Schools & Children's Services, and the five Fire Authorities. The planned starts include 20% from Black Minority Ethnic Groups and 5% from those identified as being part of the PSA 16* category.

Customer Insight in Action

For anybody interested in finding out how to tailor services to their customers better, read our newly released 'Customer Insight in Action' document which is full of lots of interesting and inspiring examples of how customer insight is already being used in the region.

We have been supporting the development of customer insight capacity in a number of ways. Several sub regional projects have been funded to purchase tools for use across partnerships and to develop the capacity to make best use of these resources. At a regional level we have provided free training and networking opportunities on topics such as customer journey mapping, cirlces of need and survey methods.

Guidance on Using Business Process Improvement techniques

The guidance has been developed following detailed research in local authorities, part of the National Process Improvement Project (NPIP). BPI led projects were run across ten service areas, from Child Protection to Waste Management. These projects used a variety of process analysis and costing techniques to help identify ways to deliver efficiency gains and service improvements. How to be Successful in Commissioning Children's Services

This guide brings together a selection of children's services case studies from the Regional Improvement and Efficiency Partnership's, the Centre for Procurement Performance (DCSF) and the Improvement and Development Agency (IDeA). The case studies focus on commissioning and service development, and show how outcomes for children, young people and families are being improved and more effective ways of working established. Each one draws out the benefits of a particular approach, the critical success factors and the lessons learned.

 

Commissioning Substance Misuse and Family Support Services (Staffordshire)

This case study describes how the Staffordshire Drug & Alcohol Action Team (DAAT) partnership re-commissioned their young people's substance misuse service in 2006–07. The study focuses on how stakeholders were involved in service design and how competitive tendering was used to capture innovative working models. The scope of the new services commissioned includes Tier 2 and 3 drug and alcohol services and a countywide family support service for children and young people with an increasingly complex range of needs. The approach outlined in this case study is transferable to other targeted and specialist services.

The proposal is to provide in-depth support over one year, for around five areas in the East Midlands that will lead to the development of low-carbon energy infrastructure, and provide practical experience in contributing to the development of an area-wide energy planning policy. Although the biggest carbon savings may be generated from urban projects, we are interested in
looking at diversity in order to generate learning, case studies and develop best practice.
