Partnerships can bring significant benefits. They are a response to the complex and multifaceted problems that face society that cannot be tackled effectively by any individual body working alone. They can provide flexibility, innovation and additional financial and human capital resources to help solve problems. These are powerful incentives for organisations to work with others and now all local public bodies work in partnerships to different degrees. The distinction between statutory and voluntary partnerships has, in effect, become blurred.

A report 'Shared Services as a long-term solution for local government: delivering on the Gershon report' can be now be downloaded. It was commissioned by www.Serco.com and the survey asks finance directors how they propose to meet their efficiency targets. Twenty five percent of councils responded and the overwhelming majority see their efficiencies coming from shared services which they propose to implement in the next two years. The report covers the models being adopted and the services that would most benefit from a shared approach.

The DCLG is delighted to promote the outputs of a
Business Process Architecture Local Authority led initiative which has
delivered a comprehensive set of processes that will provide an
excellent foundation for efficiency gains work in any Authority.
This is a strategic tool that will help Council
Executives gain a better understanding of their own organisations. It
provides a living management tool for improvement and it will help link
strategic plans to priority service and process improvements. It will
enable Executives to identify opportunities for greater collaborative
working and shared service provision.

The Government has launched its progress report, Transformational
Government: Enabled by technology, covering progress across the three
main themes of the strategy:
- customer-centric services
- shared services and
- professionalism.
The report is divided into two parts, the first part
shows the overall progress made against the three themes outlined above.
The second part of the report highlights the evidence of
transformational change already apparent across the public sector.
Accompanying this report are a number of online
publications and deliverables, including case studies of successful
technology-enabled projects.

Focusing on corporate and transactional services, this guidance leads local authorities though the choice of collaboration options and through the range of service delivery models that local authorities can adopt to deliver services jointly.
The system is targeted at senior officers, project directors and project
managers, and aims to help local authorities find a potential partner

Together, government and the third sector can be partners in helping to
change society. The positive attributes of the third sector are
different from those of government, and the two sectors working together
can achieve far more than either can achieve alone.
The plan has been jointly developed with five major
central government spending departments; it identifies areas where
public services are being opened to a range of providers and aims to
help the third sector gain access to them. In doing so, it sets out to
ensure that all third sector organisations that wish to, whatever their
size, can make a contribution to public services.

The Welland Partnership came into being in 2000. It comprises five
councils which recognised their common interests as rural councils with
market towns.
Over a period of six years, the partnership has been
recognised regionally and nationally as a remarkable success in drawing
in funding for regeneration and service improvement.
The Partnership engaged Accord Consulting to assess
its strengths and the reasons for its success, the following report
details the outcomes of this study.

The Department for Constitutional Affairs has recently released a document to explain the Gateway Review Process. The OGC Gateway Process examines a programme or project at critical stages in its lifecycle to provide assurance that it can progress successfully to the next stage; the process is based on techniques that lead to more effective delivery of benefits together with more predictable costs and outcomes.

improve two-way communication with industry, as part of OGC's Kelly
