New Ways of Working - A Review of Responses to Central Government Grant Reductions
At the meeting on 12th April the EMIEP Board agreed that an investigation is commissioned of EM local authorities' response to the reduction in grant funding. The aim of this review is to provide EM local authorities with information, ideas and measures to use as they take forward their efficiency programmes.
A ‘New Ways of Working' event on the 29th November 2011 is targeted at elected Members and Chief Executives from across the EM region. The aim of the event is to disseminate the findings of the review outlined above and showcase good practice from across the EM in the areas of Collaboration; Back Office Transformation; Total Place and Community Budgets.

Children's and Adult Services Regional Efficiency Programme
This is a two-year programme to secure key efficiencies in social care, primarily around high cost placements, by developing arrangements that enable more children and adults with additional (often complex) needs to live at home, reducing the use of both local and out-of-county residential educational and adult social care placements.
Rutland and Leicestershire CC are the accountable partners for this project. This regional collaborative efficiency project will complement local actionsd to reduce some of the costs of high cost placements. The regional groups of DCSs and DASSs have agreed that the project will focus on 14-25 year olds with complex needs and address the following common priorities:

Regional Procurement Efficiency Programme
The Heads of Procurement Group has already delivered a number of collaborative procurement initiatives including Source Initiative, Regional E-Auctions licence, Consultancy Value Programme and numerous joint contracting initiatives. This project will further deliver the building blocks for long term collaboration as it will establish strategies, supporting systems and processes to initially identify and then by focused activity deliver procurement opportunities across all authorities and spend areas. In addition the systems envisaged will allow for other professional groups (Care, Highways Alliance etc) to access and manipulate spend data.

Products and Offers Programme
The EM IEP Board at their April meeting approved funding to support a series of "products & offers" to support Local Authorities drive to deliver efficiency savings. The products selected for support are individually low cost reviews/audits which seek to identify cash savings which the authority can deliver themselves or seek further support from external providers to help deliver the efficiencies identified. Some of these products will deliver more cost effective solutions when a small number of geographically close authorities collaborate on the same initiative.

Development of Approach to Cloud Computing Transformation Project
The Board approved this project as part of the regional business transformation programme. The project will draw together present thinking and use of cloud computing that will direct the development of the pilot service. The research phase will consider current directions of Central Government's G-Cloud and the national transformation picture, espeically with reference to shared services. This will provide the insight to develop a model for adoption, tested by the pilot service. Overall, the project aims to provide a pathway to local authorities wishing to develop or adopt cloud aproaches to deliver efficient and effective services. The project will involve an independent review of benefits to provide robust and transparent results. This will be sourced from either the professional networks or academia.

Adult Social Care Organisational Redesign Project
The Organisational Redesign project proposes to work with a group of local authorities in the region to identify improvements and efficiencies in their Adult Social Care workforce. The framework will also help Adult Social Care to remodel the workforce to deliver the Personalisation agenda. The basis of this work is a proven framework which identifies the key activities that add value from the perspective of the organisation's customers. By analysing present and future demands and expectations, each council will be assisted in creating a blueprint for the future in terms of shape, size and processes. Initial assessments are being conducted with the councils by the consultant, funded by the East Midlands JIP, to determine their potential for organisational redesign.

Regional Sector Led Support Programme
The EM IEP sector led support programme has been developed to ‘add value' to the LGID's core programme and to maximise East Midlands's Councils offer to it's members, which would avoid overlap and duplication of activity.
The following projects have been approved by the EMIEP Board and will be delivered through East Midlands councils
Low Cost CPD programme for Cllrs on knowledge based issues and workshops/events on ‘tricky issues' - a programme of six seminars on key policy issues to brief members and provide the opportunity to explore the impact on local authorities across EM
Accredited development programme for Cllrs - train assessors and delivery of a programme for Cllrs to achieve recognised qualifications
Leadership development programme - a programme based on developing leadership and the new managerial skills now required in local authorities

Sub regional skills based member development programme - to roll out this programme to authorities in sub regional groupings, working together on skills development such as community leadership, engagement and media training
